American Carriers allowed into Canada March 2010

Can American Wireless Carriers expand into Canada in 2010 ?
Canada seems poised to allow American wireless carriers in: Canada has allowed an Egyptian based wireless carrier to set up shop in Canada as of Jan 2010.

Previously, the Canadian market has been closed to all but 3 Canadian wireless carriers(Bell, Rogers & Telus). Canada recently(Jan. 2010) allowed Wind Mobile(a Globealive subsidiary, of Egypt) to start operations and now they are encouraging other international telecoms to enter the Canadian market.
I'd like to know because I have a 200' tower available on a 330' hill(above sea level) on my farm in Ottawa, Ontario.
