CAN I CUT THE LOCK AND SHUT OFF POWER IF THEY DON'T?

You need to evaluate the state of the current lease agreement

Ed,

Check to make sure that the previous owner did not sell the site as a permanent easement. If they did you might not be entitles to receive any rent. If the current lease is valid, AT&T would be interested in paying you a one time fee to have the permanent right to maintain their site at your location.

You can not cut off their power in any case and would have to go through a normal eviction process if they are in monetary default of their lease.
