cell tower collocation

Our Town is the landlord for a cell tower site. It is lease renewal time (extensions have run out, so this is a new lease) and we want to maximize revenues. The lessee wants the ability to co-locate or sublease a portion of the tower. Should we agree to this or not? And if we do allow it, should we get extra rent for every co-locator? The base rent will be $1,500. How much should we charge for every additional co-locator?
