I'm in the process of buying land with existing cell tower leases and the owner wants to keep the leases. Do the leases go with the land ?

your will always get more to sell lease first

Always sell first. The buyout company pays more than a buyer of land will.

Yes they get transferred to the new owner unless the owner negotiates an arrangement with you. Make sure they do not sell the revenue stream to a cell tower lease buyout company prior to your purchase of the tower.
