Ownership of cell towers

Can an individual personally build and own a cell tower?
If so what would the steps be to do this and how would one
get paid for the use of the tower.

Knowing what a specific carrier needs to put a site might be proprietary, but knowing where towers need to go to be advantageous to carriers in general, to be lucrative, is not that hard or mysterious. Indeed, carriers look to these experts all the time.

Editor's Note: So let's say that you took the risk of building your own cell tower for about $200,000 for Verizon or other carrier to utilize and then Verizon decided that they did not wish to pay you $2,000 per month like you were requiring, but found a willing property owner 1/4 mile away who really needed the money and agreed to lease to them for $500 per month?

Building your own cell tower is an extremely risky business venture since you are limited in who you can lease space to in any given geographic area. Unless you have a friend working in-house at a cellular carrier feeding you proprietary information (which is unethical and probably illegal) on where the next cell towers need to go, it is extremely risky.
