We have been notified that our lessee doesn't want to renew their lease.

Should have them remove the cell tower and restore our property as agreed in the lease?

What is the downside of letting a tenant leave their tower after they refuse to renew their lease. If it is on a twelve story building, is their offer to pay $10,000 reasonable?

Probably yes.

If they had a potential subtenant to subsidize their presence at your location they might consider staying. I would have them remove the tower and restore the site.
