Right to Put Additional Tenants on a Tower

The ground lease says that the "Lessee shall use the premises for constructing, maintaining and operating a communications facility." This is a 1993 agreement.

There is no language whatsoever about subleasing.

Seems to me that if the contract doesn't allow for subleasing, then the Lessee can't do it.
